Project Administration Services Manager [ID: 469]
Position Summary:

Responsible for working with and supporting the Executive Director, Center for Public Safety Innovation(CPSI) and the Allstate Center Provost for sponsored award contracting functions, all College business and administrative processes in a Credit and Non-credit environment that supports grants and related Fund 10 accounts. Provide technical guidance for and facilitation of project plans, budget development, implementation, and evaluation activities. Perform project plan alignment review, resource utilization tracking, and project outcome accountability enforcement.  Conduct project management system review, including data compilation, analysis, and reporting. 

 

Typical Essential Duties

  • Liaison between lead project manager and fiscal personnel to monitor execution of project management process including the completion of project deliverables in a timely manner and adhering to all financial requirements/restraints;
  • Prepares, interprets, and reports financial performance of all CPSI activities to the CSPI Director and CEO.
    Manages sponsored award compliance requirements, presents departmental Federal/State compliance training as required;
  • Follows approved business practices/procedures of the College and works closely with the staff of the Business Office to assure these policies are followed;
  • Assists in budget planning and development for all CPSI projects.
    Reviews processes and procedures, suggests changes to streamline, and follows to implementation in coordination with appropriate College entities;
  • Maintains various internal systems to track project goals, operational functions and financial data;
  • Conduct analysis and evaluation of historical project performance data for integration into proposal/solicitation response efforts;
  • Perform final review of proposal budgets and project plan for funding and resource utilization alignment;
  • Provide analysis, compilation, & development of routine/ad hoc compliance reports to funding agencies, respond to inquiries/request for information from advisory board members and external auditors;
  • Partner with Executive and Project Managers to perform alignment process of approved proposal plans to internal project plans;
  • Liaise with Project Managers for initial project budget alignment and expertise support in establishing project plans for activities, timelines, and resource utilization;
  • Provide research and recommendations of solutions to project plan design problems, including conflicts, interferences, and errors/omissions;
  • Interface with project managers/coordinators to collect, track and verify project data updates;
  • Prepare final reports and participate in project close out processes in partnership with project managers.
Compensation: $55,952.53 - $69,940.66

Requirements:

Education:

Bachelor’s degree in business or in a related field to assigned area. Masters Degree / CPA preferred.

Five (5) years experience in higher education or public accounting. Prefer experience with the functional and/or technical requirements of financial enterprise systems (PeopleSoft preferred)

Experience:

Five (5) years progressive experience in the accounting, compliance/auditing, project management or administration of federal/state government awards/contracts/subcontracts in a highly regulated environment preferably within an Institution of Higher Education. High level of competency with Project Management concepts and legal aspects of contracts. Experienced in various job costing formats and indirect cost recovery. Intermediate to advanced knowledge and application of office suite software including but not limited to Microsoft Outlook, Excel, Word, PowerPoint, Access, and PeopleSoft. Advanced knowledge of Federal compliance/reporting/web-based initiatives such as, WAWF, GMS, Grants.gov, CPARS, FAR, DFAR, ARRA, etc.

  • Positions in this class typically require: reaching, standing, walking,  grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
