Position Summary:

The Benefits Billing Specialist works within the benefits department to ensure proper and timely completion of billing payments and reconciliation. The Benefits and Billing Specialist will work in partnership with the accounting department to support the proper allocation of funds and payment reporting. The Benefits and Billing Specialist will process enrollments, terminations, and changes to retiree enrollments, maintains and updates the college’s database for specific benefit programs, prepares related payment reports and payment requisitions, and administers COBRA.

Compensation: $20.10 - $25.13

Requirements:

Education:

Associate degree in Business Administration, Accounting, or related field or a combination of education and experience applicable

Experience:

Two (2) years of progressive billing and/or administration experience.

* An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be acceptable in lieu of those requirements listed above.

Physical:

  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Responsibilities:

 

  • Track payment history, upcoming payment information, and/or other financial data
  • Collaborate with the internal stakeholders to resolve billing inconsistencies and errors
  • Create invoices and billing materials to be sent directly to retirees
  • Maintain organized financial records to aid in reporting and billing calculations by looking through previous financial statements
  • Maintain current working knowledge of federal laws related to COBRA and human resources practices
  • Maintain accurate records using Excel to track payments, enrollments, and changes for retirees
  • Communicate timely to all separating employees regarding COBRA options and Marketplace availability
  • Advise of outstanding debts and develop payment plans, if applicable
  • Educate current employees on retiree benefits eligibility, plan provisions and options, continuation of coverage, and premium costs
  • Assists employees and retirees with resolution of health and wellness claim concerns and serve as liaison with retirement system representatives
  • Provide counseling sessions regarding retirement eligibility and benefits options after retirement and separating employees
  • Generate monthly and quarterly reports
  • Administers and assists with benefit premium billings and reconciliations
  • Assists in planning, organizing, and conducting the annual Benefits Fair
  • Assists in planning, organizing, and conducting the annual open enrollment process
  • Serves as a general resource for HR, college, and institutional policies for benefits related matters.
  • Assists with the development of benefits and wellness related procedures
  • Other duties as assigned

Facilitates Florida Retirement System processes in accordance with FRS, State of Florida, and College requirements; including data exchange, error reconciliation and correction, running ad hoc reports, administering SMS positions. Includes non-FRS / optional retirement plans.

Facilitates benefit administration processes in accordance with Carrier, State of Florida, and College requirements; including data exchange, error reconciliation and correction, employee enrollments and terminations (including COBRA processing and overage dependent terminations), invoice reconciliation and submission for payment, and communication with enrolled employees and retirees.

Communicates with employees, both proactively and upon request, regarding their retirement, welfare, and insurance options, eligibility, and resources. Effectively guides employees through the retirement and benefit processes while remaining independent and not providing financial or retirement advice.

Facilitates invoice reconciliation, approval and payment by adhering to College and vendor processes.

Supports employees, supervisors, and other internal departments and stakeholders in navigating leave policies, balances, and terminal payouts of same.

Supports other departmental functional areas by serving as backup/partner for FMLA process, other leave processing, disability benefit processing, other leave review and approvals, accommodation interactive dialogue,

Supports department leader by continuously recommending and effectuating process and policy improvement initiatives; completes special projects as assigned.
