Director, Budget & Compliance [ID: 899]
Position Summary:

Responsible for coordination of the College Fiscal Budget, Compliance and Risk Management Process, Fraud Prevention, Detection and Reporting Program of the College. Directs and supervise the planning, and budget functions of the college in accordance with college rules and procedures.

Typical Essential Duties

  • Provides management of financial planning, forecasting, projections, cost analysis, and budgeting for the College;
  • Assists in the preparation of short and long term financial plans for the College;
  • Analyzes financial data and makes recommendations to enhance business processes and profitability;
  • Evaluate and monitor financial reports to ensure effectiveness and financial compliance for federally funded research;
  • Responds promptly to detected deficiencies, develops corrective action and reports any deficiencies through established channels;
  • Build and maintain proactive process and controls by which key fiscal areas of regulatory policies are monitored for compliance;
  • Conduct transactional record reviews to ensure required documentation is maintained and processing is performed in a uniform, accurate, and timely manner and in accordance with all appropriate regulations and College policies;
  • Recommends changes to minimize risk, as identified in the risk assessment;
  • Develops, implements, and maintains a Collegewide fraud prevention, detection, and reporting program;
  • Plans, develops and implements training programs associated with fiscal compliance and fraud prevention;
  • Develops enterprise systems reports and queries validates process and systems security controls as well as to verify, and monitor data relative to process outcomes.

The classification is responsible for directing the activities and staff of two or more accounting functions, such as budget, purchasing, asset management, payroll, accounting, financial reporting, student accounting, grant reporting and/or financial compliance.  Responsibilities may include coordinating preparation and responses to external audits; analyzing financial data and making recommendations regarding business processes; evaluating and monitoring financial reports; investigating violations of accounting policies and procedures; coordinating and preparing budgets; and supervising lower level accounting staff.

Compensation: $76,296.54 - $95,370.68

Requirements:

Education:

Bachelor’s degree in Business Administration/Management, Accounting/Auditing or in a related field to assigned area.  Master’s degree preferred.

Experience:

Ten (10) years experience in budget management, compliance, auditing, risk management, or fraud program management.

* An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be acceptable in lieu of those requirements listed above.

Physical:

  • Positions in this class typically require: reaching, standing, walking, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Directs and oversees the implementation and integrity of internal operations and controls for the finance or accounting section, which includes: planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, and/or standards; ensuring compliance with Federal, State, and local laws, regulations, codes, and/or standards; coordinating activities between multiple service areas; and, working to integrate and coordinate service areas.

Reviews and monitors a variety of detailed analytical and statistical financial reports and/or statements which may include: recommend departmental spending priorities; submitting reports to appropriate internal departments and/or external agencies; and/or, preparing other related reporting and analytical activities.
