Position Summary:

St. Petersburg College (SPC) is a multi-campus institution that is committed to helping students finish what they start to achieve their goals.

Competitive candidates should have leadership experience in higher education related to student success and support initiatives, should have demonstrative evidence of having a track record of success in a variety of ways, and display enthusiasm for student success. Ability to effectively work with other senior level executives at SPC in support of student instruction and strategic initiatives is an important factor.

Compensation: $131,091.67 - $163,864.58

Requirements:

Education:

Graduation from an accredited institution with an earned Master’s degree or other advanced degrees.

Experience:

Ten (10) years administrative experience, including five (5) years senior-level administrative experience in areas related to the position. Experience in managing multiple administrative areas of an educational institution. Possession of strong analytical and problem-solving skills along with the ability to provide leadership and work effectively with staff, faculty and students. Experience in analysis of systems and procedures, and organizational and operational assessments. A proven record of administrative effectiveness in a collegial environment; demonstrated strength in written and verbal communication and an ability to present financial information clearly to diverse groups preferred.

Physical:

  • Positions in this class typically require: reaching, standing, walking, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Responsibilities:

Serves as the chief administrative and operations officer and provides leadership and oversight for financial operations, information services, budget analysis, and planning.

Budget, Planning, Project Management and Compliance

Leads and guides the development of college-wide strategic directions and institutional objectives with the President and President's executive committee to reflect and ensure accomplishment of the college's mission, purposes, and initiatives;

Provides leadership for overall administration of the budget process in conformity with the College's strategic plan;

Plans/directs contract administration and other compliance reviews, analyzes/interprets results;

Directs the strategic budgeting and other special planning projects for administrative areas;

Guides the development of the College's annual operating budgets with the College President, Senior Vice Presidents and provides appropriate oversight of expenditures to ensure the college finances are managed in accordance with state law and generally accepted accounting standards;

Serves as chair of the College Systems Support Strategic Committee

Information Technology

Provides leadership to all phases of the College's information technology systems, services and infrastructure as well as the technology budget planning and refresh programs;

Provides oversight for the College's Strategic Technology Planning, including management of technology budgets and expenditures;

Provides leadership and guidance to the College's Technology Support Group and technology refresh program;

Oversee the development and execution of information security policies, technical  standards, procedures and controls that ensure efficient, secure management of financial, student, research and other electronic data assets;

Provides oversight to the ongoing maintenance, upgrade, testing of the College's technology infrastructure and services, including all college wide central enterprise resources planning systems, networking and integrated communications and telecommunications, and the College's Technical Helpdesk to ensure the highest quality of technology services to student, faculty and staff;

Plans, directs, and coordinates the development and/or procurement of new systems and current system enhancements to meet college business requirements and to support management decision-making aligned with the strategic objectives of the college;

Oversees the development of the college-wide master facilities and technology plans, with particular emphasis on ensuring the integrity and strategic development of the information/communications hardware infrastructure;

Provides overall planning, direction and execution of strategies to maximize the productivity of information systems, business processes through planning, analysis, project management, and the cultivation of IT customer relationships.

Facilities Planning and Institutional Services

Provides leadership to all phases of Facilities & Institutional Services, including the operations of the physical plant for all college sites;

Oversees the development of the capital outlay planning and budgeting capital outlay programs assuring compliance with state requirements for educational facilities, and college requirements program;

Provides leadership in the preparations and approval of educational plant surveys, capital improvement programs, project priority lists for the college along with other state required reports;

Provides strategic oversight of the college-wide Design and Construction program including project coordination, selection of professional services, and coordination of interior design services.

Human Resource Development

Provides leadership to all phases of Human Resource Development that include but are not limited to: Organizational & Employee Development, Employee Relations, Recruitment & Employment, Classification & Compensation, Benefits & Insurance, Wellness, Payroll, Compliance, and other related functions.

Establishes and implements efforts that effectively support the college’s strategic priorities;

Functions as a strategic advisor to college leadership regarding key organizational and management issues;

Develops and administers comprehensive strategic recruitment, onboarding, and faculty and staff retention and off boarding plans to meet human capital needs of strategic priorities;

Provides leadership in the management and fiscal health relative to the college’s self-funded health insurance plan.

Business Services

Provides fiduciary leadership to all phases of college business operations including accounting, financial reporting, investment of funds, purchasing, auxiliary services, and strategic project management support;

Leads, guides, and provides oversight of the College's fiscal affairs with the President and President's executive committee, including financial reporting to the Board of Trustees and the State of Florida, and management of investments of surplus funds to ensure continued health and integrity of the college’s fiscal status;

Ensures that accreditation standards are maintained and that financial integrity and internal controls support timely and effective decision-making;

Develops and implements college policies, procedures and budgets in assigned areas;

Conducts studies of process efficiency to improve college operations and cost effectiveness;

Participates as a member of various college committees;

Monitors, evaluates, revises and/or designs college system administrative policies and procedures as necessary;

Ensures operational efficiency and cost effective resource utilization in all functions under charge;

Offers informative, understandable presentations of administrative, business and finance issues to Board of Trustees;

Serves on various statewide committees as designated;

Makes college-wide decisions on legislative and regulatory issues that guide the business processes for the college.
