HR Specialist (Organizational & Employee Success) [ID: 950]
Position Summary:

The HR Specialist position is a customer service role focused on the employees of the College including intake of customer questions or concerns and finding readily available resolutions in an effective and timely manner. This role works with employees, supervisors, and managers to improve college-wide Performance Management, Employee Engagement, Employee Relations and Training & Development; pursues the ultimate goal of achieving the HR Vision to recruit, develop, and retain high-performing employees and model the college’s values; and works closely with the entire HR team.

Key Focus Areas:

  • Promote the HR Vision to recruit, develop, and retain high-performing employees while modeling the college’s vision and values
  • Assist in identifying and developing training solutions (online and face-to-face)
  • Assist in developing, implementing, and tracking performance management solutions
  • Manage Learning Management System (SkillPort) for training
  • Assist as needed with employee relations and engagement projects and programs
  • Responsible for maintaining knowledge of the College’s Human Resources initiatives and programs in order to advance  the college’s long-term strategic vision and mission. Emphasis placed on promoting a healthy organizational culture, enhancing the employee experience, and managing risk.
  • HR initiatives and programs include: Federal, State and Local Compliance, Employee Engagement, Employee Relations, Benefits & Wellness, Employee and Manager Training; Professional Development, Onboarding/Offboarding, Recruiting, Performance Management, and Continuous Improvement
  • Reports to the HR Director, Organizational & Employee Success

Essential Duties

  • Superior customer service sufficient to provide and deliver professional, helpful, high quality service and assistance to achieve desired, expressed and unarticulated optimal results;
  • Performs a variety of administrative activities, which may include: making travel arrangements; scheduling and arranging meetings and/or events; transcribing meeting minutes; maintaining and updating the HR department website; PCard reconciliation, and managing supervisor’s and/or departmental calendar; managing/organizing team templates; updating presentations; and update/maintain/organize digitized documents;
  • Maintain an accessible and unbiased approach and mindset;
  • Research information required to form viable solutions and use proper resources available including state/federal laws, rules/procedures, policies and business partners;
  • Perform as a proactive and progressive team member with a focus on the college’s brand and reputation;
  • Communicate effectively and professionally, verbally and in writing, at all levels and encourage transparency with all stakeholders.  Write and post blog articles to keep employees across the college informed.
  • Under the guidance of HR functional leaders, advises supervisors/employees on policies, procedures, and employment situations;
  • Responsibilities may include tracking multiple timelines; providing information to employees; preparing and reviewing reports for accuracy; responding to questions regarding area of responsibility; interpreting organizational policies and procedures; conducting new hire orientations; reviewing classifications and job descriptions; and maintaining accurate records.

This is the first of seven levels in the Human Resources series. Incumbents implement an assigned human resource function or activity, such as recruitment and employment, employee benefits, wellness or compensation.  Responsibilities may include tracking multiple timelines; providing information to employees; preparing and reviewing reports for accuracy; responding to questions regarding area of responsibility; interpreting organizational policies and procedures; conducting new hire orientations; maintaining up-to-date job descriptions; determining starting salaries; providing human resources advice to supervisors and employees on policies, procedures, or employment situations; and maintaining accurate records. 

Compensation: $20.10 - $25.13

Requirements:

Education:

  • Associate's degree in a related field. Bachelor's degree preferred.
  • Certification as Professional in Human Resources (PHR), SHRM- Certified Professional (SHRM-CP) or other advanced work highly desirable.

Experience:

  • Three (3) years of administrative experience in Human Resources
  • Must be an experienced HR professional, capable of analyzing challenges and formulating advice for managers to consider and rely upon
  • Experience in Skillport system preferred
  • State or college work experience background preferred

Knowledge:

  • Knowledge on all HR programs through the employment life cycle, from recruiting to benefits to discipline and termination;
  • Knowledge and application of pertinent Federal, State, and local laws, rules, and regulations;
  • Research, data collection, reporting, and presentation techniques;
  • Human Resources principles and practices;
  • Human Resources programs;
  • Applicable Federal, State, and local laws, rules, and regulations;
  • Customer service principles;
  • Budget principles;
  • Recordkeeping principles;
  • Computers and related software applications.

Skills:

  • Must have a high level of professionalism and service responsiveness to internal customers with an open and collaborative communication style that encourages; teamwork and cooperation, and must be a strong role model and coach;
  • Effective written and verbal communication skills are essential for this position;
  • Excellent negotiation skills is highly desired;
  • Maintaining confidentiality, complete discretion is required because this position involves access to sensitive HR information.
  • Ability to effectively communicate in a succinct and timely manner;
  • Monitor and evaluate manager’s knowledge, skills and abilities;
  • Prioritize and assign work and deadlines;
  • Must be organized, detail-oriented to handle requests and resolve issues independently;
  • Proficient with Microsoft Office Suite including advanced Microsoft Excel;
  • Ability to update and create SharePoint sites;
  • Coordinating programs, services, and events;
  • Compiling, analyzing, and summarizing information;
  • Maintaining confidentiality;
  • Performing mathematical calculations;
  • Providing customer service;
  • Using computers and related software applications;
  • Communication, interpersonal skills as applied to interaction with subordinates, coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to give and receive work direction.

Physical:

  • Position may require traveling to multiple campus locations for meetings.
  • Positions in this class typically require: reaching, standing, walking, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
